Las estampillas venezolanas son una rareza
LAS
ESTAMPILLAS VENEZOLANAS SON UNA RAREZA - segunda parte
THE RARITY OF VENEZUELA

El cuadro
muestra la cantidad de series por año, con relación a la tirada de las series
emitidas (en miles de estampillas) / Las gráficas
complementan el cuadro. La secuencia de gráficos permite ver que "las
emisiones de un millón de estampillas o más han desaparecido"; siendo
sustituidas por tiradas de 50000 hojas con 10 estampillas cada una.
The
square shows the quantity of series per year, according to the edition of the
emitted series (in thousands of stamps) / The graphs
supplement the square. The sequence of graphics allows to see that "the
emissions of a million stamps (or more) have disappeared"; being substituted
by editions of 50000 sheets with 10 stamps each one.
Progresivamente, la cantidad de
estampillas emitidas fue disminuyendo hasta alcanzar un mínimo histórico en el
2002; cuando apenas fueron emitidas 1000000 estampillas (2 series- Faros y
Guaicaipuro) / Progressively,
the quantity of emitted stamps was diminishing until reaching a historical
minimum in 2002; when 1000000 stamps were emitted (2 series - Lighthouses and
Guaicaipuro).
Estas "circunstancias" y,
además, el hecho de que todas las emisiones venezolanas poseen considerable
contenido temático, dan como resultado que las estampillas venezolanas sean muy
requeridas / These
"circumstances" and, also, the fact that all the Venezuelan emissions
possess considerable thematic content, give as a result that the Venezuelan
stamps are very required.
Pero, ¡la estampilla venezolana
contemporánea es una rareza!* / But, the
contemporary Venezuelan stamp is a rarity!*

Los
boletines informativos referentes a las emisiones llegan a los filatelistas muy
tarde ... después de la emisión y, en realidad, no llegan sino que debemos
"cazarlos" / The
informative bulletins relating to the emissions arrive to the philatelists very
late... after the emission and, in fact, they don't arrive: "we should to
hunt them".
Tenemos
noticias de que el servicio filatélico de Carmelitas (Centro de Caracas) apenas
vende un paquete de 100 series y presumimos, según lo que vemos llegar a
Valencia y por las visitas a otras localidades, que otro paquete (a lo sumo
otros dos) son distribuidos en el resto del país / We have news that the philatelic service of Carmelitas
(Caracas downtown) hardly sells a package of 100 series and we think, according
to what we see Valencia arrive and for the visits to other towns that another
package (at most other two) are distributed in the rest of the country.
Sabemos
que la cantidad de sobres de primer día indicada en los boletines informativos
se refiere a los sobres fabricados alusivos a la emisión y, en realidad, una
pequeña cantidad son preparados como sobres de primer día (el resto se vende,
simplemete, como "sobres") / We know that the quantity of first day covers indicated in
the informative bulletins refers to the allusive manufactured envelopes and,
truly, a small quantity is prepared as first day covers (later, the rest is
sold as "envelopes").
En Venezuela, se aplica el 15,5 % de
"impuesto al valor agregado" a las estampillas. Una pequeña cantidad
de estampillas se envía al servicio filatélico (exento de impuesto y que
únicamente existe en algunas oficinas) / In Venezuela, 15,5% of "tax to the added value" is
applied to the stamps. A small quantity of stamps is sent to the philatelic
service (exempt of tax and that only exists in some offices).
Exceptuando lo que filatelistas y
comerciantes puedan adquirir en un principio, luego no quedarán piezas nuevas.
Osea, casi la totalidad serán utilizadas para el franqueo. Además, los
empleados del correo tienen por costumbre desmembrar las hojas tan pronto las
reciben en taquilla / Excepting
that philatelists and merchants can acquire in a principle, then won't be new
(mint) pieces. Almost the entirety will be used for the postage. Also, the mail's
employees have for habit to dismember the sheets so soon they receive them in
box office.
En los
últimos 5 años, desde 1999 hasta septiembre del
2004, se han emitido 15,32 millones de estampillas (países como
España superan dicha cifra mensualmente) / In the last 5 years, from 1999 until September of the 2004,
15.32 million stamps have been emitted (countries like Spain
Entre el 29 de Octubre del 2002 y el 19
de Septiembre del 2003 no hubo emisión de estampillas en Venezuela. Pensamos
que, a partir de allí, el catálogo Scott intenta sincerar los precios (aunque
no en relación a las hojitas de recuerdo con tiradas de 10000 ejemplares);
pero, ¿qué pasó con las emisiones de 50000 estampillas entre 1979 y
2002? /
Since 2002-October 29 to 2003-September 19 didn't have emission
of stamps in Venezuela
En Venezuela, el comercio y la industria
no utilizan el correo oficial. La mayoría de las estampillas viajan al exterior
en cartas de particulares; mayoritariamente, a aquellos países que han aportado
mayor número de inmigrantes... A Europa*: España (principalmente Canarias y
Galicia), Portugal (especialmente Madeira) e Italia; hacia Sudamérica
(Colombia, Ecuador y Perú) y Asia, principalmente China (y los chinos son
muchos) / In Venezuela, trade
and industry don't use the official mail. Most of the stamps travel to the
exterior in family letters; mainly, to those countries that have contributed
bigger number of immigrants... To Europe*: Spain
(mainly Canaries and Galicia ),

... El maltrato recibido por las
estampillas es de grandes proporciones (mala praxis en general... efectos por:
tinta de marcadores y bolígrafos, grapas, tijeras, cinta adhesiva, aceite...
mal manejo del material).
NO SE ENCUENTRAN ESTAMPILLAS DE LOS
ÚLTIMOS 25 AÑOS; por lo cual, no resulta justo - como base de intercambio - ni
Ivert, ni Scott, ni 1 x 1... Según nuestras estimaciones apenas sobrevive el
2,3% de las estampillas, y el valor (base mínimo) de las series de
estampillas de Venezuela 1979-2004; para tiradas de 50.000 ejemplares (c/u),
independientemente del facial, debe ser:
Cada Hojita (10 ejemplares juntos -
nuevo o usado): $ 12.00 (doce dólares EE.UU.)
Cada una de las estampillas suelta
(nueva o usada): $ 1.10
Hoja de recuerdo (tirada de 10.000
ejemplares): $ 6.00
Cuando, sin acuerdo
previo, recibimos un lote... nos encontramos en una dificil situación. Devolverlo
es un desprecio, no responder es peor y dar la respuesta que consideramos justa
podría ofender. A menudo, recibimos lotes que no hemos pedido - tanto de
filatelistas como de comerciantes. Además, en Venezuela somos pocos
filatelistas; esto significa que, por cantidad, estamos en desventaja y dar
respuesta a todos es imposible!
...Disculpe Usted lo
malo... ¡EN VENEZUELA, SER FILATELISTA NO ES FÁCIL!

The abuse received by the stamps is of big proportions (bad practice in
general... effects for: ink of markers and pens, staples, scissors, adhesive
tape, oil... wrong handling of the material).
THERE ARE NOT STAMPS OF THE LAST 25 YEARS;
reason why, it is not exactly - like exchange base - neither Ivert, neither
Scott, neither 1 x 1... Because, according to our estimates 2,3% of the stamps
hardly survives, and the minimum value for the sets of Venezuelan stamps
(1979-2004); for editions of 50.000 copies (each one), independently of the
facial value, should be:
Each sheet (10 stamps - mint or used): $12.00 (twelve dollars of the U.S.A.
Each one of the stamps (mint or used): $1.10
Souvenir sheet (edition of 10.000 copies):
$6.00
When,
without previous agreement, we receive a lot... we are in a difficult
situation. To return it is a scorn, not to respond is worse and to give the
answer that we consider fair it could offend. Often, we receive lots that we
have not requested - so much of philatelists as of merchants. Also, in Venezuela
